God sees and knows when His people are oppressed. Despite their rebellion, He is merciful and hears when they call to Him and He rescues them.
Exodus 2:23-3:10 – God’s people, the Hebrews had been under heavy oppression in Egypt for many years. God saw and knew, so He stepped in with a rescue plan. He called Moses to rescue them.

Deuteronomy 2:7 – After their escape from Egypt, the Israelites trudged around the wilderness for 40 years. They could have made the trip in a couple of days. But because of their rebellion, God lengthened their stay there by forty years. However, God saw and knew their trudgings, and brought them into the promised land.

Deuteronomy 31:21 – God knows human nature and their evil inclinations. He knew that His people would rebel against Him once they reached the promised land, so He graciously puts a plan in place, so that they will come back.
Likewise, if we rebel, God puts a plan in place to deal with us, and He waits for us to return to Him. (Read Isaiah 30:15-26.)
